Building the capacity of foreign military forces to counter terrorism and conduct stability operations is DOD's strategy to promote the security of the United States. DOD's direct authority to train and equip military partners promotes US national security, but it risks moving the United States toward a more militarized US foreign policy. Risks are mitigated because the State Department's ability to implement US foreign policy remains strong through its close relationship with DOD and direct involvement in security assistance programs.
