The following report is divided into three principal chapters dealing with (A) background information, (B) the money and credit system in 1939-40, and (C) the period following the German invasion of 1941. Chapter A gives a short review of the development of currency and banking emphasizing the factors necessary for understanding the present system, and events that may find a parallel during the period following the present war. Chapter B gives a detailed description of the pre-invasion system. Parts of its institutional framework have been maintained in spite of the dismemberment of the country, and many of the changes that have occurred may be expected to be undone in the course of the reconstruction of the country after its liberation. It is also necessary in some cases to go back to the pre-invasion years in order to obtain adequate data on the subject of this report. Chapter C describes the changes which were wrought after the invasion in Croatia, Serbia, and the territories annexed by Germany, Italy, Hungary, and Bulgaria.
