The purpose of this thesis is to add to the body of work related to space power theory. Specifically, it comprises an attempt to investigate the appropriateness of applying naval ideas and theories as a basis for a space power theory. It begins with an exploration of the merits of the sea-to-space analogy in general. It continues with an investigation of the works of Admiral Alfred Thayer Mahan and Sir Julian Stafford Corbett, including a summary of their major ideas and presentations of rudimentary Mahanian and Corbettian space power theories. A comparative analysis of Mahanian and Corbettian views on both sea power and space power follows, along with an assessment of the practice and potential of space power from functional, organizational, cognitive, and cultural perspectives. Contemporary space strategy, policy, activities, and doctrine show that the practice of space power is highly Corbettian in nature. However, national leaders and policy makers should not neglect Mahan. Both Corbett and Mahan are required to inform a space power theory and help manage space power's potential. It is within their differences that one finds the utility for space power theory.
